Cape Verde of health system: propositions and challenges

Introduction: The Republic of Cape Verde consists of ten islands of volcanic formation, composed of a young population of approximately 500 thousand inhabitants. Classified as a Middle Human Development country, it presents important challenges in all areas. With principles and guidelines similar to those of the Brazilian constitution and public health system, it is two years from the deadline to (re) organize health, proposed by the health reform of the National Health Policy (PNS). Thus, understanding the perception of health managers regarding the country's National Health System can say a lot about the capacity for change and reorganization of services. Objective: We identify the propositions and challenges for the organization of the National Health System of Cape Verde. Materials and methods: Case Study descriptive, through interviews directed to managers at all levels of health system organization. Analyzed by thematic representational approach, and discussed in the light of the National Health Policy of Cape Verde. Results: Three thematic categories were unveiled that highlight aspects to be prioritized: the articulation between the levels of attention; the availability of infrastructure and human resources; beyond the importance of establishing the most effective social participation. Conclusion: The perception of managers demonstrates important contradictions in the organization of the health system that contribute to the advancement of knowledge in the field of Cape Verdean collective health, besides helping to reformulate public policies.
